Oracle Text
At the beginning of your end step, if you didn't activate a loyalty ability of a planeswalker this turn, you lose 2 life.
{4}, {T}: For each planeswalker you control, you may activate one of its loyalty abilities once this turn as though none of its loyalty abilities have been activated this turn.

Character Background
The Chain Veil is a quintessential planeswalker enabler, best suited to control and combo shells that want to turn loyalty abilities into repeatable engines rather than one-time effects. In play, it asks you to build around planeswalkers with impactful - abilities, especially those that generate mana, cards, or board presence, because its activated ability can effectively double-dip on them in a single turn and snowball advantage fast. The end-step life loss is a real tax, but it mainly punishes decks that fail to use their walkers aggressively, so the card rewards a proactive, carefully sequenced game plan. A strong deckbuilding tip is to pair it with planeswalkers that untap permanents, make mana, or protect themselves, since extra activations can create absurd resource loops. The artifact’s name and effect evoke a dangerous relic of repeated magical exertion, and mechanically it feels like a control centerpiece that converts patience into inevitability.
